Positive Lead Paint Test: What Homeowners Need to Know

The right response depends on the condition of the paint, whether anyone disturbs the surface, whether children under six live in the home, and what work (if any) is planned for the area. This guide walks through the decision tree step by step, names the cleanup mistakes that turn manageable situations into serious ones, and explains when encapsulation is enough and when full abatement is the right answer. A positive lead paint test: the immediate next step

Stop disturbing the surface. That is the single most important action after a positive result. Dry scraping, sanding, drilling, or rough cleaning of lead paint generates fine dust that settles throughout the room and is the primary exposure pathway for children. If you were mid-renovation when the positive result came back, set down the tools, mist the work area lightly with water to keep dust from going airborne, and step away. Do not vacuum with a standard household vacuum; a non-HEPA vacuum aerosolizes the smallest, most-respirable lead particles and contaminates the entire home.

What to do next depends on three questions. Who lives in the home (children under six are the highest-priority population)? What is the condition of the painted surface (intact and stable, or peeling and shedding dust)? What work is planned for the area (no disturbance, light repaint, full renovation)?

If the paint is intact and no work is planned

This is the most common scenario after a positive test in an owner-occupied home, and the answer is usually: manage the lead in place. EPA’s long-standing guidance is that intact, undamaged lead-based paint is low hazard when it stays intact. The actions that reduce risk are simple: clean affected surfaces with wet methods (wet-mop, damp-wipe), avoid abrasive cleaners, repair small chips or scratches promptly with lead-safe encapsulating primer, and inspect annually for new damage.

Friction surfaces (window sashes and tracks, door edges) and impact surfaces (door frames, stair treads) deserve more attention because they generate dust through normal use. If the paint is peeling, chipping, or chalking

Deteriorating lead-based paint is a hazard. The dust loading on nearby horizontal surfaces (window sills, floors, window troughs) is likely elevated. The next step is dust wipe sampling to quantify the loading, followed by cleanup of any dust above EPA action levels (5 micrograms per square foot on floors, 40 micrograms per square foot on interior window sills, 100 micrograms per square foot on window troughs).

Cleanup of lead dust uses two techniques: HEPA vacuuming followed by wet-cleaning with a detergent specifically formulated for lead remediation (TSP-substitute or commercial lead-cleaning solution). Wet-cleaning alone misses fine dust embedded in surfaces; HEPA vacuuming alone disturbs without fully capturing fines. The combination is what works. Do not skip the HEPA step by using a standard vacuum.

What HEPA actually means

A HEPA filter captures at least 99.97 percent of particles 0.3 microns in diameter. A standard household vacuum filter captures particles down to about 10 microns and lets sub-micron dust pass through into the exhaust airstream. Lead dust includes particles well under 1 micron. Vacuuming with a non-HEPA vacuum concentrates and redistributes lead dust. Use a HEPA vacuum rated for hazardous-particulate work, or hire a contractor who arrives with one. If work is planned that will disturb the paint

Any renovation that disturbs more than six square feet of interior paint or 20 square feet of exterior paint in a pre-1978 home must be performed by an EPA RRP-certified firm under the federal Renovation, Repair and Painting Rule. After a confirmed positive test, hiring an RRP-certified firm is not optional. The firm sets up plastic containment, uses dust-minimizing tools (HEPA-shrouded sanders rather than dry hand-sanding), cleans up with HEPA vacuuming and wet methods, and verifies the work area with a cleaning verification card before declaring it clean.

The premium for RRP-certified labor versus uncertified is typically 10 to 25 percent on the project. The premium is mandatory and is worth it. Uncertified workers in pre-1978 housing routinely contaminate the entire home by dry-sanding without containment.

Encapsulation versus abatement: the decision framework

For surfaces that are intact but you would prefer not to manage indefinitely, two intervention options exist. Encapsulation uses a specifically formulated lead-sealing primer (such as Fiberlock LBC or ECOBOND LBP) that bonds with the existing paint and forms a durable barrier preventing dust generation. Encapsulation costs $0.50 to $2.00 per square foot for materials and works well on stable, non-friction surfaces.

Abatement removes the lead paint entirely (chemical stripping, wet abrasive blasting, component replacement) or permanently encapsulates with a rigid barrier. Abatement costs $8 to $25 per square foot and is required by some HUD programs and by some state lead programs for hazard control. Encapsulation is preferred for owner-occupied homes with intact paint on non-friction surfaces. Abatement is preferred for friction surfaces, surfaces that have failed encapsulation in the past, or properties where future renovation is likely.

Child safety: the highest priority

Children under six absorb lead more readily than adults, store it in bone and developing tissues, and suffer disproportionate neurological impact. CDC’s reference value for elevated blood lead is 3.5 micrograms per deciliter as of 2026; any child showing a level at or above this threshold triggers a public health response in most states.

If a child under six lives in a home with a positive lead paint test, the action set expands. Call the pediatrician and request blood lead screening. Restrict the child from areas with deteriorated paint until cleanup is complete. Wash the child’s hands frequently, especially before eating. Wash toys, pacifiers, and bottles that touch floor surfaces. Provide a calcium-rich, iron-rich, vitamin-C-rich diet (these nutrients reduce lead absorption). Consider a public-health-led risk assessment, which is often available at no cost from the local health department for homes with a child under six.

Documentation: what to keep

Keep the positive lab report or photographed swab result with date, time, and component location. Keep any subsequent paint chip lab reports. Keep the names and certification numbers of any RRP contractors who do work on the home. Keep the cleaning verification documentation from any RRP project. Keep dust wipe lab reports.

These records matter at sale time. The federal Lead-Based Paint Disclosure form requires sellers of pre-1978 homes to disclose known lead and known records. A buyer’s inspector will ask for the same documentation. Records demonstrate that the seller took the right actions; absence of records implies undocumented work that may have spread contamination.

Selling a home with a documented positive result

A positive lead paint test result does not legally prevent a sale, but it must be disclosed via the federal Lead-Based Paint Disclosure form delivered before any binding contract. Buyers receive a 10-day period to conduct their own inspection or testing. Some buyers walk away; many proceed if the disclosure is honest and the seller has documented hazard-control work.

Practical sale-prep moves: encapsulate or repaint any deteriorated paint using RRP-certified labor and proper materials. Document the work. Have a recent dust wipe sample showing levels below EPA action thresholds. Disclose openly. Honest disclosure plus documented hazard control is the combination that closes sales on pre-1978 homes.

Rental properties: additional duties

Landlords of pre-1978 rental properties have ongoing obligations under HUD’s Lead Disclosure Rule (24 CFR Part 35) and under state-specific rental lead programs in many jurisdictions. A positive lead paint test in a rental triggers disclosure to current and future tenants and may trigger hazard-control obligations if a child under six lives in the unit. Massachusetts, Maryland, New Jersey, Rhode Island, and several other states have lead-safe rental certification programs with specific testing and remediation requirements.

When to escalate to a risk assessor

Hire a state-licensed lead risk assessor (distinct from a lead inspector) when the situation involves a child with elevated blood lead, a daycare or family child care in the home, multiple components testing positive, or visible paint deterioration. A risk assessment combines XRF on painted components, dust wipes on horizontal surfaces, soil samples around the foundation, and water testing into a single report that identifies hazards and prescribes specific control actions.
