Who Should Test and When

Test water in any home built before 1986, when lead solder was first restricted in plumbing. Test if the home has known lead service lines connecting to the municipal main. Test if anyone in the household is pregnant, breastfeeding, or under age six. Test after any plumbing work that disturbs older pipes or fittings. Test when moving into a new residence. Re-test every two to three years for at-risk households even when previous results were acceptable. The EPA recommends testing whenever there is reasonable cause to suspect lead exposure, and “pre-1986 home with children” is sufficient cause.

The Two-Sample Approach

EPA-recommended sampling uses two samples taken in sequence from the same tap, both collected first thing in the morning after the water has sat in the pipes overnight for at least six hours. The first sample — called the first-draw — is collected before any water is run, capturing whatever leached from the immediate plumbing during stagnation. The second sample is collected after running the tap for 30 to 60 seconds, capturing water from further upstream in the household plumbing or the service line. Comparing the two reveals whether the lead source is the household plumbing, the service line, or the municipal main.

The Sampling Protocol Step by Step

The night before, instruct the household not to use any water from the test tap for at least six hours — ideally eight to twelve. Choose the most-used drinking-water tap, typically the kitchen sink. The next morning, do not flush the toilet or run any other tap before sampling. Slowly fill the first sample bottle from the cold side without splashing. Cap and label as first-draw. Then run the tap for 30 to 60 seconds and fill the second bottle. Cap and label as flushed sample. Ship both bottles to the certified lab within 14 days of collection, following the lab’s shipping instructions.

Why First-Draw Stagnation Matters

Lead dissolves into water at a rate proportional to contact time. Water that has sat overnight in a lead-soldered copper pipe or a lead service line has had hours to absorb lead. The first-draw sample captures the worst-case exposure that a household actually drinks when the morning glass is poured. A sample taken from running water shows much less because the lead-contaminated standing water has been flushed. It is a regulatory trigger that requires public water systems to take corrective action. CDC and the American Academy of Pediatrics maintain that no safe level of lead exists for children. Households should aim for the lowest achievable lead concentration in drinking water, regardless of whether the result is below 15 ppb. A result of 5 ppb in a home with a pregnant occupant is still cause for filtration or pipe remediation.

Consumer Kits Versus Certified Labs

Consumer screening kits — typically a small bottle, a prepaid mailer, and a result by email — are an entry point but not a final answer. The cheapest kits use colorimetric strips that have limited accuracy at low concentrations and cannot distinguish lead from other metals. Better consumer kits ship the sample to a partner lab using inductively coupled plasma mass spectrometry, which is the EPA-approved method for low-level lead detection. If a consumer kit produces an elevated result, follow up with a state-certified laboratory before any major decisions. How to Find a Certified Lab

Every state environmental or health department maintains a list of certified drinking-water laboratories. The EPA also maintains a national registry through its Safe Drinking Water Information System. The lab must specifically be certified for lead analysis in drinking water — labs certified only for soil, paint, or air may not be the right choice for a water sample. Reading the Lab Result

The lab returns a numeric result in parts per billion or micrograms per liter — the units are equivalent. A non-detect or “less than” result at the lab’s reporting limit usually means lead concentrations are below 1 to 2 ppb, the typical reporting threshold. Compare to the EPA action level of 15 ppb. Compare to your household risk profile — children, pregnancy, immune compromise. Any detectable result in a sensitive household warrants corrective action even if technically below the action level.

Where Household Lead Comes From

Lead service lines connecting the municipal main to the house are the largest source where they exist — most common in homes built before 1950 in older U.S. cities. Lead solder in copper pipe joints was widely used until banned by the 1986 Safe Drinking Water Act amendments. Brass fittings, faucets, and valves containing lead until the 2011 Reduction of Lead in Drinking Water Act limited lead content in plumbing products to a weighted average of 0.25 percent. Galvanized steel piping can accumulate lead from upstream sources and slowly release it. The age and material of the home’s plumbing largely determines the lead risk profile.

Identifying Lead Service Lines

Lead service lines are dull gray, soft enough to scratch with a coin or key, and produce a shiny silver mark when scratched. Copper service lines are reddish-brown. Galvanized steel is silver-gray but hard and produces a faint scratch mark. Plastic service lines are blue, black, or white. The service line is typically visible where it enters the basement or crawlspace. Some municipalities maintain public maps of known lead service lines and can confirm material on request. Filtration That Removes Lead

Two NSF/ANSI standards apply to lead reduction in residential point-of-use filtration. NSF/ANSI 58 certifies reverse osmosis systems, which provide higher reduction and are appropriate for households with confirmed elevated lead. Verify the specific lead-reduction certification on the product label — not all filters certified for “drinking water” are certified for lead. Replace cartridges per the manufacturer’s schedule; expired cartridges can release accumulated lead back into the water.

What to Do With a Positive Result

If lead is detected above the action level, start using bottled or certified-filtered water for drinking and cooking immediately, especially for children and pregnant household members. Contact a state-certified plumber to identify the source: service line, household plumbing, fixtures, or solder joints. Coordinate with the municipal water utility — they may share replacement costs for lead service lines under recent federal infrastructure programs. Schedule blood-lead testing for children under age six through a pediatrician using the CDC reference value of 3.5 micrograms per deciliter. Blood-Lead Versus Water-Lead

Water-lead testing measures the concentration in water at the tap. Blood-lead testing measures the actual exposure a person has accumulated. The two are related but not interchangeable. A child can have elevated blood lead from sources other than water — paint chips, soil, imported toys, occupational exposure brought home by a parent. A water test that comes back clean does not rule out lead exposure from other sources, and an elevated water test does not automatically mean a child has elevated blood lead.
