How to Test Pre-1978 Paint for Lead: 3 Reliable Methods

The right way to test for lead paint depends entirely on the answer you need. Clearing one door jamb before you sand it is a different job from documenting an entire pre-1978 house before a newborn moves in, and the methods that fit each are not interchangeable. Three tested approaches cover almost every situation: EPA-recognized chemical swab kits, professional X-ray fluorescence (XRF) surveys, and laboratory paint-chip analysis. Below is how each one works, what it actually confirms, and how to match the method to your situation.

Start by naming what you need to confirm

Lead paint was banned for residential use in 1978, so the question only applies to homes built before then. Before you buy a kit or book an inspector, decide which of these you are actually answering:

  • Is this one surface safe to disturb? A qualitative yes/no on a single component. A swab kit does this for a few dollars.
  • How much lead, and where, across the whole house? A quantitative, defensible record. That is XRF or lab analysis.
  • Where is a specific exposure coming from? A blood-lead result already flagged a child, and you need to find the source. That is XRF plus dust, soil, and water sampling.

Getting this right up front saves the most common wasted effort: paying for a whole-house survey when you only needed to clear one baseboard, or swabbing one wall and assuming the house is clean.

Method 1: Chemical swab kits (single surface, qualitative)

An EPA-recognized spot-test kit is the right first step for one component. Two chemistries dominate the shelf: sodium rhodizonate (3M LeadCheck) and sodium sulfide (D-Lead). Multi-swab packs run $10 to $25 at most hardware stores.

The step that trips up most DIY testers is layer penetration. Paint on an old jamb may be six layers deep, and only the bottom one is leaded. Swabbing the surface tells you nothing about what is underneath.

  1. Read the kit’s activation and timing steps — the two chemistries differ.
  2. Pick an inconspicuous test spot near an edge or behind a door.
  3. With a sharp utility knife, cut a small V through every paint layer down to the bare substrate. This exposes all layers to the reagent.
  4. Activate the swab (usually by crushing one or two ampules).
  5. Rub the cut for the specified time, typically 30 seconds.
  6. Read the color change inside the kit’s time window. Pink or red means lead detected; no change means none detected at the kit’s threshold.
  7. Verify the swab on the supplied positive-control card. A negative from an unverified swab is not a confirmed negative.

Swab kits are qualitative. They tell you lead is present above the detection threshold, not how much. That is enough to clear a single surface before scraping under the RRP Rule, but not a substitute for XRF or lab work when you need a number or a whole-house answer.

Method 2: XRF survey (whole house, quantitative, non-destructive)

Homeowners do not run XRF analyzers — the units use a sealed radioactive source and require state certification plus federal radiation-safety training to operate. You hire a certified lead-based-paint inspector or risk assessor, who brings a calibrated XRF gun and tests a representative set of components in every room: door jambs, window sills, baseboards, trim, and exterior siding. Each reading takes a few seconds and returns a value in mg/cm² without damaging the paint.

The deliverable is a written report mapping every tested component to its reading and flagging each one at or above the regulatory threshold of 1.0 mg/cm² (or 0.5% by weight), the HUD/EPA definition of lead-based paint. This is the method for a real estate transaction, a whole-house baseline, or an active exposure investigation where you need a record you can stand behind.

Method 3: Lab paint-chip analysis (single component, quantitative)

Chip analysis is the most precise method for one component. You (or a certified renovator) remove a 1-to-2-square-inch chip that includes every layer down to the substrate, seal it in a labeled container, and ship it to an accredited environmental lab. The lab digests the chip in nitric acid and measures lead by atomic absorption or ICP spectroscopy.

Results come back in 3 to 10 business days at $25 to $75 per sample. The trade-off is destruction: the chip site needs patching. In exchange you get a defensible number suitable for permitting, abatement planning, or documenting a disputed component. Use it when a swab says “positive” and you need to know exactly how far above the threshold you are.

Testing before renovation: the RRP Rule

Testing is not just precautionary — for many projects it is a compliance decision. Any work disturbing more than 6 square feet of interior or 20 square feet of exterior painted surface in pre-1978 housing falls under the EPA Renovation, Repair, and Painting (RRP) Rule, which requires an EPA-certified firm using lead-safe practices: containment, HEPA cleanup, and cleaning verification. The firm has two paths:

  1. Presume lead is present on all pre-1978 surfaces and apply lead-safe practices everywhere. Simpler, but adds cost across the whole job.
  2. Test individual components with an EPA-recognized method and apply lead-safe practices only where lead is found. Testing costs money upfront but can cut containment and cleanup on surfaces that clear.

Both satisfy the rule. On a small project the presumption path is usually cheaper; on a larger one, testing pays for itself. Colorado adds no separate state RRP certification — federal EPA certification governs.

The numbers that define a hazard

“Lead-based paint” is a regulatory term at 1.0 mg/cm² or 0.5% by weight. But intact leaded paint is not automatically a hazard — the risk is dust from friction and deterioration. Several other action levels round out the exposure picture, and EPA tightened most of them in its 2024 rulemaking:

  • Dust-lead clearance levels (post-abatement, 2024): 5 µg/ft² on floors, 40 µg/ft² on window sills, 100 µg/ft² in window troughs — down from 10/100/400.
  • Dust-lead hazard standard: any reportable amount detected by an EPA-recognized lab (the 2024 rule eliminated the old numeric floor).
  • Soil-lead screening level: 200 ppm residential (EPA lowered this from 400 ppm in 2024).
  • Water action level: 15 ppb under the Lead and Copper Rule.
  • Blood-lead reference value: 3.5 µg/dL, the CDC threshold flagging a child in the top 2.5% of exposure.

The CDC is explicit that no blood-lead level is considered safe for children, which is why the 2024 dust standards moved toward “any detectable amount.”

What a positive result actually means

A positive swab, XRF reading, or lab result confirms lead-based paint is present — it does not by itself mean anyone is being poisoned. The next move depends on the paint’s condition and who lives there:

  • Intact paint, no young children or pregnancy: maintain it. Keep surfaces clean and stable and address any deterioration early. Intact, undisturbed lead paint is not a regulated hazard, and no abatement is required.
  • Intact paint, children under 6 or pregnancy present: prioritize friction surfaces — sliding window sashes and doors that rub against painted stops are the leading source of lead dust in otherwise sound homes. Encapsulation or component replacement on those points is often the highest-value fix.
  • Peeling, chalking, or chipped paint: this is deterioration and it needs intervention — encapsulation, enclosure, replacement, or abatement, done by an RRP-certified firm once you cross the 6/20 square-foot thresholds.
  • A child with elevated blood lead: the pediatrician leads case management; the home test locates the source. In Colorado, CDPHE supports families through childhood lead-exposure case management.

Paint testing and blood testing answer different questions. Paint testing finds the source; only a pediatrician’s blood-lead draw tells you whether a person has actually been exposed.
