What Is Testing for Lead Paint?

Testing for lead paint identifies whether painted surfaces in a home contain lead at levels regulated under federal lead-safe rules. The Toxic Substances Control Act and EPA’s Lead-Based Paint Renovation, Repair and Painting (RRP) program define a lead-based paint surface as one containing 1.0 mg/cm² or more lead measured by X-ray fluorescence (XRF), or 0.5 percent (5,000 ppm) lead by weight in a destructive lab analysis. Why Testing for Lead Paint Matters

DIY Swab Kits: What They Detect and What They Miss

EPA-recognized DIY swab kits (3M LeadCheck and D-Lead are the two with EPA recognition for specific substrates) rely on sodium rhodizonate or other colorimetric chemistry. The swab is applied to a fresh scratch in the paint film, and a color change (typically red or pink) indicates lead presence at roughly 0.5 to 1.0 mg/cm² and above on the recognized substrates.

Strengths: inexpensive ($20 to $35 for a multi-swab kit), immediate result, useful for screening a specific suspect surface like a window sash or door frame before sanding.

Limitations:

  • Qualitative only. Positive/negative result, no quantitative measurement.
  • Surface only. Misses subsurface layers — if the topcoat is a 2010 latex but five layers down is 1960s lead, the swab can return negative.
  • Substrate dependence. EPA’s recognition applies to specific substrates (drywall, plaster, wood). Performance on metal, brick, and some other surfaces is less reliable.
  • Not legal evidence. A negative DIY swab does not constitute a legal clearance under HUD or RRP rules. Only a certified inspector or risk assessor using XRF or lab analysis produces clearance documentation.

XRF: The Professional Non-Destructive Standard

X-ray fluorescence analyzers are handheld instruments that measure lead concentration in a painted film through every layer down to the substrate, without destroying the surface. The instrument emits low-level X-rays that excite lead atoms; the returned fluorescence signal is measured and reported in mg/cm². EPA-recognized XRF instruments report results within 30 to 60 seconds per measurement.

XRF is the workhorse of certified lead inspections and risk assessments. Strengths:

  • Non-destructive — no paint is removed
  • Quantitative — reports actual lead concentration
  • Multi-layer — measures through topcoat to original layer
  • Legal-grade — produces documentation accepted under HUD and EPA programs

The cost barrier is the instrument: an XRF analyzer runs $25,000 to $40,000 new. Only certified inspectors and risk assessors carry one. Rental is uncommon in the consumer market.

Laboratory Paint Chip Analysis

The most accurate test is destructive: a certified inspector or homeowner collects a paint chip (typically a thumbnail-sized sample down to the substrate) and submits it to an EPA-recognized lab for atomic absorption (AA) or inductively coupled plasma (ICP) analysis. Results report lead in percent by weight or ppm.

Lab analysis runs $30 to $75 per sample plus collection costs. Turnaround is typically 5 to 10 business days. The method is destructive (you damage the painted surface to collect the chip) but produces the most defensible quantitative result. When to Hire a Certified Lead Inspector or Risk Assessor

EPA distinguishes two professional credentials:

  • Lead Inspector: Identifies presence and location of lead-based paint. Produces a written inspection report.
  • Lead Risk Assessor: Identifies presence plus current hazards (deteriorated paint, dust, soil contamination) and prescribes remediation steps. Risk assessments include dust wipe sampling and soil sampling where appropriate.

Hire one or the other for: pre-purchase inspection of pre-1978 housing, before any renovation that will disturb painted surfaces, after a child shows elevated blood lead, or before federally-assisted housing leasing. Costs run $300 to $600 for a basic inspection; $500 to $900 for a comprehensive risk assessment with dust and soil sampling.

Colorado-Specific Context

Colorado follows federal RRP rules and requires firms performing renovation in pre-1978 child-occupied facilities and target housing to be EPA RRP-certified. A positive lead-paint result is not an emergency in a well-maintained, intact paint surface. The hazard is in the dust, chips, and disturbance. EPA’s two-step framework: encapsulation (sealing intact lead paint under a barrier coating) for stable surfaces, and abatement (removal by a certified RRP contractor) for deteriorated surfaces or planned renovation.
