Restoration vs remediation: the boundary

Remediation is the subset of work that removes contamination and stabilizes the building. For water, that is extraction and structural drying. What restoration cannot do

Restoration cannot resolve underlying design or construction problems. If a basement seeped because exterior grading slopes toward the foundation, restoring the finishes without correcting the grading just sets up the next loss.
