What is a mold clearance test?

The clearance test, formally called post-remediation verification (PRV), is an independent assessment performed after a remediation crew finishes their work but before the containment barriers come down and reconstruction begins. The Institute of Inspection, Cleaning and Restoration Certification (IICRC) S520 standard, which most remediation contracts reference, requires a PRV to confirm three things: the area is visibly clean, no detectable moisture remains in the affected materials, and air-sample spore counts inside the previously contaminated area match or fall below an outdoor baseline.

The test is “clearance” in the sense that it clears the homeowner to accept the work and the contractor to demobilize. If any element fails, the remediator returns to address the deficiency before clearance is granted. Why a clearance test is done

Three reasons drive the test. The first is practical verification: visible inspection alone misses settled spores that have not yet been HEPA-vacuumed or that drifted past failed containment. Air sampling catches these. The second is liability allocation. A remediator who finishes work without third-party verification has limited evidence that the job met the contract, and the homeowner has limited recourse if symptoms recur. The third is insurance documentation. Insurers covering mold-remediation claims commonly require a passing PRV report before paying the final invoice.

EPA guidance does not mandate a clearance test for small jobs (Condition 2 patches under 10 square feet that a homeowner can clean), but it is the standard of care for any project that involves containment, HEPA filtration, removal of porous materials, or insurance reimbursement.

What the clearance test actually includes

A standard PRV combines three procedures. First, a visual inspection of the remediation area with the containment still in place. The assessor confirms that all materials marked for removal have been removed, that surfaces are visibly clean, that no dust or debris remains on horizontal surfaces, and that the containment itself is intact. Second, moisture meter readings on remaining building materials. Drywall, framing, and subfloor should read at or near the equilibrium moisture content for the climate (typically 6 to 12 percent for wood in conditioned space).

Third, air sampling. The assessor sets up a calibrated pump with spore-trap cassettes for a defined duration (commonly five minutes per sample at 15 liters per minute) inside the cleaned area, with at least one outdoor cassette and ideally one cassette from an unaffected control room indoors. The samples ship to an AIHA-LAP-listed laboratory in the Environmental Microbiology Laboratory Accreditation Program (EMLAP) for analysis. Results return as spore counts per cubic meter by genus.

How much does a mold clearance test cost?

The all-in cost typically runs $400 to $1,200 for a single-family home, depending on the number of rooms remediated, the number of air samples taken, and the lab turnaround. The visual and moisture-meter portion accounts for $200 to $500 of the total; lab fees for spore-trap analysis run $75 to $150 per cassette. A small project might require two cassettes plus an outdoor baseline (three samples, roughly $300 in lab fees). A larger project covering multiple rooms might require five or more cassettes.

Surface samples (tape lifts, swabs) add similar lab fees and are sometimes included if visible residue requires species confirmation. Who should perform the clearance test?

The independent-third-party principle is central. The IICRC S520 standard, EPA’s general mold guidance, and Florida’s Mold Assessor licensing rules all treat the assessor as an independent party from the remediator. The reason is conflict of interest: a remediator certifying their own work has financial reason to declare the job passed. A separate assessor has no such incentive.

What a passing clearance report looks like

A defensible PRV report includes seven elements. First, the project address and date. Second, the scope of remediation that was performed, summarized from the remediator’s work plan. Third, photos of the cleaned area before air sampling began, with containment still in place. Fourth, moisture-meter readings keyed to a floor plan. Fifth, air-sample cassette locations, durations, and pump calibration data. Sixth, the laboratory analysis report with spore counts per cubic meter by genus for each cassette, including the outdoor baseline. Seventh, a written conclusion from the assessor with explicit pass or fail and the rationale.

Passing criteria are comparative, not absolute. The CDC and EPA both note that no federal “safe” indoor spore count exists. Outdoor sample placement matters. Convention places the outdoor sample upwind of the structure when possible, at least 10 feet from the building wall, and away from obvious local sources (dumpsters, decaying organic matter, drainage). The intent is a baseline representative of regional outdoor spore population rather than an artificially elevated local reading.

What the assessor does not do during clearance

Three activities sit outside the clearance assessor’s scope. The assessor does not redesign the remediation work plan; that is the remediator’s responsibility under their contract. The assessor does not certify reconstruction or finish quality; those are construction trades with their own quality processes. The assessor does not provide medical opinion on occupant health; that is the physician’s role, and the assessor’s report should not opine on medical effects.
