Lead in drinking water is the third major source of residential lead exposure (alongside lead-based paint and lead in soil), and the source that has received the most public attention since the Flint water crisis. Most U.S. municipal water systems deliver water with low lead levels at the source, but lead can enter the water during distribution through aging infrastructure – lead service lines, lead solder in copper plumbing, and brass fixtures. This guide walks through the sources, testing options, and treatment for homeowners concerned about waterborne lead.

Lead service lines. The pipe from the water main in the street to the home water meter. Common in pre-1986 construction in many U.S. cities. The federal Lead and Copper Rule and the 2014 Reduction of Lead in Drinking Water Act tightened standards but legacy lead service lines remain in service in millions of U.S. homes. Lead service lines are the largest single contributor to waterborne lead exposure where present.
Lead solder in copper plumbing. Copper plumbing joints in residential construction were typically soldered with lead-tin solder until the 1986 federal ban for residential use. Pre-1986 plumbing in older homes commonly contains lead solder. The lead leaches from solder joints into water that sits in the pipes overnight or during prolonged absence.
Brass fixtures with permitted lead content. Until the 2014 Reduction of Lead in Drinking Water Act, brass fixtures could legally contain up to 8 percent lead. The 2014 act reduced the limit to 0.25 percent for plumbing intended for human consumption, but pre-2014 fixtures still in service have higher lead. Faucets, supply valves, and other brass components contribute small but measurable amounts.
Galvanized steel pipes. Older galvanized steel plumbing in some homes has lead solder at joints and accumulates lead from upstream sources. Galvanized pipes are typically replaced as they corrode regardless, but the lead component is an additional concern.
How lead leaches from plumbing
Lead is most likely to leach into drinking water under these conditions:
- Water sitting in pipes for extended periods (overnight, during vacation)
- Hot water (lead leaches more readily into hot water than cold)
- Acidic water chemistry (low pH)
- Recent disturbance of pipes (renovation, water main work)
- New plumbing components with permitted residual lead
Standard mitigation guidance: run cold water for 30 seconds to 2 minutes before using for drinking or cooking, use only cold water for drinking and cooking (hot water for showering and washing is fine), and avoid using water that has sat in pipes for several hours without flushing first.
Testing your water
Three testing approaches:
EPA-certified laboratory testing of first-draw and flushed samples. The most reliable approach. Sample protocol: first-draw sample collected in the morning before any water has been used (captures highest lead levels from overnight standing), and flushed sample collected after running water for 1-2 minutes (captures contribution from service line and incoming water). Lab analysis identifies lead concentration in parts per billion. Cost: $30 to $80 per sample.
DIY home test kits. Available at hardware stores and online for $10 to $30. Use chemical reagents that change color when contacting lead. Reasonable for screening but produce false negatives often enough that they are not reliable for decisions that depend on lead being absent.
Free testing through your water utility. Many municipal water utilities offer free lead testing for customer homes upon request. The utility’s interest is documenting compliance with the Lead and Copper Rule; the testing is also useful information for homeowners. Contact your water utility’s customer service.
Identifying lead service lines
Visual inspection at the water meter or where the service line enters the home:
- Lead service lines: dull gray color (sometimes painted), soft enough that scratching with a coin produces silvery exposed metal, distinctive thud when tapped (vs higher-pitched ring of copper)
- Galvanized steel: silver-gray, slightly magnetic, harder to scratch than lead
- Copper: bright copper or oxidized green color, distinctive ring when tapped
- PVC or PEX: plastic, white or red/blue color, modern installations
If your home was built before 1986 and you cannot determine the service line material visually, contact your water utility – many maintain online lead service line inventories or can dispatch a technician to verify. Pre-1986 homes with unknown service line material should be treated as presumed lead until verified.
Treatment options
Source replacement (lead service line replacement). The most thorough approach for homes with lead service lines. Cost: $2,000 to $8,000+ depending on length, access, and water utility cost-sharing. Some federal and state programs subsidize lead service line replacement. Check with your local water utility and state environmental health agency for current programs.
Replacing lead solder in plumbing. Replace pre-1986 copper plumbing as feasible during normal plumbing renovations. Cost varies dramatically depending on home size and accessibility; budget $3 to $10 per linear foot for new copper or PEX with current lead-free fittings.
Replacing pre-2014 brass fixtures. When fixtures need replacement for other reasons (worn-out, leaking, aesthetic), choose current-generation lead-free fixtures (NSF/ANSI 372 certified). Cost: standard fixture replacement cost.
Point-of-use filtration. NSF/ANSI 53 certified water filters for lead remove most waterborne lead at the point of consumption. Pitcher filters (Brita, Pur, Zero), faucet-mount filters, and under-sink reverse osmosis systems are all certified options. Cost: $20 to $300 for the filter, plus $20 to $150 per year in cartridge replacements. The right interim measure while planning source replacement.
Whole-house water filtration. Generally not necessary for lead specifically (the lead source is downstream of where whole-house filters typically install). Whole-house filtration is more relevant for other contaminants.
The pre-purchase consideration
For pre-purchase due diligence on pre-1986 homes:
- Request the water utility’s records on the service line material
- Visually inspect the service line where it enters the home if possible
- Test water for lead at the kitchen tap (first-draw and flushed samples)
- Budget $2,000 to $8,000 for service line replacement if lead is confirmed
- Negotiate based on findings
For homes with confirmed lead service lines, replacement is a meaningful expense but a one-time fix that addresses the largest single waterborne lead source.
