Step One: Confirm It Is Actually Lead Paint

Many homeowners assume yellowing or chalking paint is lead — sometimes it is, sometimes it isn’t. The pre-1978 housing rule is statistical, not deterministic. Step Two: Assess Condition

EPA categorizes lead paint condition into three buckets that drive what to do next:

Intact and Well-Bonded

Smooth, no chipping, no chalking, no peeling, well-painted-over. This is the safest scenario. Lead paint under three or four layers of modern latex paint poses minimal dust risk unless disturbed. Action: leave it alone, monitor annually, and label it in disclosure documents if/when selling.

Deteriorated (Chipping, Peeling, Chalking, Cracking)

Active dust generation. Surfaces of concern: window troughs and sashes (friction-worn), door frames at hinges and latches, exterior trim weathering, baseboards near floor. Children under 6 and pregnant residents are at heightened risk. Action required.

Impact-Damaged or Disturbance-Imminent

Recent damage (chairs scraped against trim, kids picking at chips, renovation about to disturb), or paint about to be disturbed by planned remodeling. Same as deteriorated — action required, and the work itself must be done with EPA-RRP-certified containment if disturbing more than 6 sq ft interior or 20 sq ft exterior per the federal RRP Rule.

Step Three: Choose an Action Path

Path A: Manage in Place (Intact Paint)

Recoat with modern latex paint to lock the lead layer in. Standard repainting at $1.50 to $3 per sq ft. Avoid sanding the surface — clean with a damp cloth, lightly scuff if needed with wet abrasion, prime and topcoat. Re-paint frequency: every 5 to 10 years on high-friction surfaces (window sashes, door frames), longer on baseboards and walls.

Path B: DIY Encapsulation ($100 to $300 per Component)

EPA-recognized encapsulant paints (Fiberlock, similar) form a thick polymer film that bonds the lead layer permanently. They cost $40 to $80 per gallon and cover 80 to 120 sq ft per gallon. Step Five: Disclosure and Documentation

Federal Title X (Residential Lead-Based Paint Hazard Reduction Act of 1992) requires disclosure of known lead-based paint and known lead hazards when selling or renting pre-1978 housing. Test results — positive or negative — become part of the property’s disclosure history. HUD’s disclosure rule requires the EPA pamphlet “Protect Your Family from Lead in Your Home” be given to buyers and renters, a Lead Warning Statement, and a 10-day opportunity to test (for sales).
