The 24 to 48 Hour Rule

The EPA’s Flood Cleanup and Indoor Air Quality guidance is direct on this: porous materials saturated for more than 48 hours should be discarded rather than dried, because mold growth becomes essentially certain past that threshold. The full sequence from saturation to visible growth typically runs as follows. Within hours, water penetrates porous materials. Within 24 hours, dormant mold spores embedded in the materials or carried by floodwater begin to germinate. Within 48 hours, hyphae establish and the colony begins active growth, often invisible at first. Between 48 and 96 hours, visible growth appears on exposed surfaces. After 96 hours, growth is dense and has typically spread to adjacent materials.

That timing is why the first action after a flood event is drying, not cleaning. A homeowner who manages to extract water, set fans and dehumidifiers, and get porous materials below 16% moisture content within the first day has a chance of avoiding mold entirely. What to Discard Without Trying to Save

Several categories of materials are not worth attempting to salvage once they have been wet for more than 48 hours. The EPA explicitly recommends discarding the following from flood-affected areas.

Carpet padding absorbs water like a sponge and traps it against the carpet backing and subfloor. Mold establishes inside the padding within a day or two and cannot be reliably removed even with extraction and antimicrobial treatment. Carpet itself can sometimes be saved if dried within 24 to 48 hours, but only when the water was clean (Category 1).

Drywall below the water line should be cut out and replaced. Even when drywall appears intact, the paper face absorbs water and the gypsum core holds moisture for weeks. What Can Often Be Saved

Several material categories respond well to prompt drying without long-term mold consequences. Solid wood framing, when accessible and dried within a few days to below 16% moisture content, typically does not develop significant mold growth. Tile floors and tile walls, glass, finished metal, and properly sealed concrete are non-porous and clean up well after antimicrobial treatment and HEPA vacuuming. Hardwood floors can sometimes be saved with prompt extraction, drying mats, and dehumidification, though cupping and crowning are common cosmetic outcomes. Clothing, linens, and washable fabrics can be laundered with hot water and detergent — though items contaminated by Category 3 (sewage) water should be discarded.

The general principle is that non-porous materials are usually salvageable with prompt antimicrobial treatment, and porous materials are usually disposable when wet time exceeded 48 hours. The 48-hour rule is conservative for a reason: by the time visible growth appears, the colony has typically been active inside the material for a day or two already.

Category Matters: 1, 2, or 3 Water

Category 1 is clean water from a supply line break or rainwater intrusion. It poses no significant microbial threat at the moment of release. With prompt drying it can be addressed without major demolition.

Category 2 is gray water that contains soap, food residue, or other microbial loads. Washing machine overflow, dishwasher discharge, and prolonged Category 1 events (water sitting for more than 24 hours) typically fall here. Response is more aggressive — porous materials are usually removed rather than dried in place.

Category 3 is black water that contains sewage, ground water from outside flooding, or any water with significant biological contamination. Toilet overflows from the sewer side, basement flooding from outside, and water from rivers, lakes, or storm drains all qualify. Response requires PPE, containment, full removal of affected porous materials, and antimicrobial treatment that goes beyond standard mold remediation.
